Toxisoda ended up putting the apartment that the Graves family lived in on quarantine as a "Parasite leak" had occurred. Toxisoda is a soft drink manufacturing organization and organ trafficking oligarchy that appears in Episode 1 and Episode 2 and is led by The Surgeon.
By the events of episode 1. Toxisoda appears to control at least a large portion of the country, including the water companies and probably the healthcare service (The Founder being a surgeon after all).
